National Basketball Association referee from 1954 through 1969. Before becoming a referee, Norm played at City College (1940-42), under Nat Holman. After Army service, Norm played professional ball in the American Pro League (1946-48).
From 1949-55, Norm officiated college basketball, AAU and American Pro League. He left the NBA after the `69 season to officiate in the rival ABA, until 1976. In 1969, Norm became the supervisor of officials in the ABA, and he served in that capacity until 1973. After the two leagues merged, and he officiated during the 1976-77 season, and was appointed Supervisor of Officials in the NBA from 1977-81.
Norm was the Director of Operations for the World Basketball League from 1987-92.
